Minnesota ranked third among states in tools to foster environmental, economic and social progress

States are playing an unprecedented role in protecting the nation's environment and boosting the economy, yet most lack the tools needed to ensure that development is sustainable over the long term. Minnesota is one of a handful of exceptions according to a new report from the Resource Renewal Institute, a nonprofit, nongovernmental organization that supports policy innovation in the United States and worldwide. The State of the States: Assessing the Capacity of States to Achieve Sustainable Development Through Green Planning presents the results of a rigorous assessment of readiness of states to address and attain sustainable development.

 

"Basically, this is another side of smart growth. To me it's smart to plan a future that has both a strong economy and a healthy environment," said Governor Jesse Ventura. "I'm happy to report that Minnesota ranks third on this topic. I'd be happier still if we were number one."

The State of the States study based it's ratings on a new statistical measure that evaluates 65 indicators in four categories: strength of the environmental management framework, level of policy innovation, fiscal and program commitment, and quality of governance.

Minnesota is singled out for having the most comprehensive forecasting, planning and sustainable development research operation of any state. It also got high marks for its renewable energy requirements, pollution prevention efforts, recycling and waste management, metropolitan livable communities activity, sustainable forest management and regulatory innovation.

"Minnesota Planning is delighted with the recognition of its work in sustainable development," said Dean Barkley, planning agency director. "I don't dwell on the term, because many people misunderstand it. But, when you realize it means considering the long-term health of the environment, the economy and communities simultaneously, you realize that it is government's most fundamental duty."
