What is a Master Contract?

The Master Contract for Environmental Review and Technical Services was created to help government agencies increase administrative efficiency by simplifying the contracting process. A master contract creates a consistent and streamlined contracting process, ensures a competitive cost for services, and helps government agencies hire qualified consultants that have been evaluated by the State.

Eligibility

The master contract is available for use by local and state units of government. To use the master contract, apply to become a member of the Cooperative Purchasing Venture (CPV). What services will be offered?

The master contract has four categories of services.

  1. Environmental review process
  2. Public engagement
  3. Community assessment
  4. Technical assessment

How do I use the Master Contract?

State agencies are eligible to use this master contract program. For all others to use the master contract program, you must become a CPV member, identify the services desired and solicit quotes, then work with the Department of Administration to setup the contract.

Steps for using the Environmental Review and Technical Services Master Contract

Step 1. Become a CPV member: You must be a state agency or approved CPV member. To learn more about the CPV Program, visit https://mn.gov/admin/osp/other-purchasers/cpv/cpv-eligibility.jsp.

Step 2. Identify services needed: Review the four service categories and identify the services needed within along with consultants eligible to perform the work.

Step 3. Select eligible consultant: Select an eligible consultant and request a quote. The estimated costs determine the number of quotes that need to be solicited within the applicable service category/ies.

  • Transactions up to $75,000 – Direct selection of one eligible consultant
  • Transactions between $75,001 and $250,000 – Solicit a minimum of three eligible consultant bids
  • Transactions greater than $250,000 – Request bids from all eligible consultants within the applicable service category/ies

 

Step 4. Contact the Department of Administration to draft contract: Work with the Department of Administration to complete a work order contract and route to appropriate agencies/personnel for finalization.
