Proposed permanent rules relating to mandatory EAW categories and exemptions

The proposed rules would amend the lists of mandatory Environmental Assessment Worksheet categories (at Minnesota Rules, part 4410.4300) and Exemption categories (at Minnesota Rules, part 4410.4600) to add categories specific to certain types of recreational trails. The proposed rules would not establish categories for mandatory Environmental Impact Statements  for recreational trails.

Statement of Need and Reasonableness

This document explains the need for and reasonableness of proposed amendments to the EQB rules governing the Minnesota Environmental Review Program. It summarizes the evidence and arguments that the Board is relying upon to justify the proposed amendments. It has been prepared to satisfy the requirements of Minnesota Statutes, section 14.131 and Minnesota Rules, part 1400.2070

Notice for September 4, 2003, Public Hearing to Adopt Rules

The Minnesota Environmental Quality Board intends to amend environmental review rules relating to large electric power plants and high-voltage transmission lines in proceedings before the Public Utilities Commission, Minnesota Rules, Chapter 4410, and technical amendments to rules governing power plant siting and high-voltage transmission line routing, Minnesota Rules, Chapter 4400.
